The Value & Access & Public Affairs Director in Ipsen leads the development and execution of strategies in North Africa that ensure optimal market access and reimbursement for Ipsen products.

This role is responsible for articulating the clinical, economic, and societal value of therapies to payers, health authorities, and key stakeholders, while navigating regulatory and health technology assessment requirements.

In addition, the Director drives external engagement and policy advocacy to create a favorable environment for innovation and patient access. Working cross-functionally with medical, commercial, and regulatory teams, this position ensures an integrated approach that aligns business objectives with sustainable healthcare solutions.

 

 

WHAT - Main Responsibilities & Technical Competencies

 Responsibilities:

1. Market Access Leadership

  • Strategic Ownership: Lead all Market Access initiatives, including pricing analysis, HEOR (Health Economics & Outcomes Research), and access contracts

  • Stakeholder Engagement: Act as the primary liaison with health authorities and key decision-makers to secure optimal market access for new launches and maintain access for existing portfolio.

  • Value Proposition Development: Design and deliver robust pharmacoeconomic dossiers highlighting clinical and economic value specially for rare disease products IQRVO-BYLVAY

  • Launch Excellence: Ensure timely and successful product launches across North Africa in collaboration with global and cluster teams.

  • Patient Access Programs: Implement Patient Assistance Programs (PAP) and Early Access Programs (EAP) with focus on Cabometyx Tunisia EAP to improve patient affordability and access.

  • Strategic Planning: Develop and execute market access strategies in alignment with medical, regulatory, and marketing teams.

  • Market Intelligence: Monitor and analyze market trends, regulatory changes, and competitive dynamics


2. Pricing & Reimbursement

  • Define and implement pricing and reimbursement strategies to maximize product value and competitiveness.

  • Lead negotiations for pricing and reimbursement agreements with payers and authorities.

  • Prepare robust pricing business cases and anticipate factors impacting tariff reviews or reimbursement decisions.

  • Make the Pricing forecast for the financial exercises


3. Tendering & Contracting

·       Secure participation and awards for major tenders in the PCH-PCT-Libya region.

·       Develop payer engagement strategies and secure tender opportunities.

·       Oversee Key Account Management (KAM) teams managing strategic accounts.

·       Negotiate contracts with payers and ensure compliance with local regulations.


 

 

 

4. Governance & Leadership

  • Establish and maintain governance frameworks for Ipsen North Africa cluster (Leadership Team meetings, committees, etc.).

  • Coordinate agendas, logistics, and follow-up actions for strategic meetings.

  • Track performance through KPIs and ensure effective execution of decisions.


5. Strategic Projects & Campaigns

  • Lead strategic initiatives assigned by VP/GM, including disease awareness campaigns in collaboration with medical and marketing teams.

  • Manage partnerships with patient associations and ensure impactful execution of campaigns.

  • Monitor KPIs and report progress to leadership.


6. Project Management Office (PMO)

  • Act as PMO for designated projects, ensuring standardized tracking and reporting across the cluster.

  • Drive cross-functional collaboration and timely delivery of project milestones.

HOW - Knowledge & Experience

Qualifications & Experience

  • Advanced degree in Health Economics, Pharmacy, Medicine, or related field.

  • Minimum 8–10 years of experience in Market Access, Pricing, Public Affairs within the pharmaceutical industry.

  • Strong knowledge of North African healthcare systems, regulatory frameworks, and payer dynamics.

  • Proven leadership and stakeholder management skills.

  • Excellent communication, negotiation, and strategic thinking abilities.

  • Fluency in English and French; Arabic is a plus.
