The Site HR Manager is responsible for managing and overseeing all human resources and personnel administration functions at the project site. The role ensures compliance with company policies, local labor laws, and project requirements while supporting workforce planning, employee relations, payroll coordination, and welfare management. The Site HR Manager plays a key role in maintaining a productive work environment and ensuring smooth HR operations to support timely project delivery.
Manage all site-based HR operations including recruitment coordination, onboarding, mobilization, and demobilization.
Ensure compliance with local labor laws, company HR policies, and contractual obligations.
Oversee employee records management including contracts, leave records, attendance, and personnel files.
Coordinate with Head Office HR for manpower planning and staffing requirements.
Monitor site attendance, timesheets, overtime, and leave management processes.
Ensure proper induction and orientation programs for newly mobilized employees.
Handle employee grievances and disciplinary matters in coordination with management.
Maintain confidentiality of personnel information and HR documentation.
Coordinate payroll inputs with Finance and Head Office HR to ensure accurate and timely salary processing.
Manage employee welfare activities including accommodation, transportation, and medical coordination.
Ensure that all employees possess valid documentation (ID, work permits, visas, medical certificates).
Support workforce performance management and employee evaluation processes.
Monitor manpower productivity and provide reports to Project Management.
Ensure compliance with HSE policies and coordinate safety training attendance records.
Prepare and submit monthly HR reports including manpower status, turnover, absenteeism, and mobilization updates.
Ensure that 90% of HR administrative processes are completed accurately and within required timelines.
Coordinate training and development programs for site employees.
Manage site disciplinary procedures in accordance with company policy.
Liaise with government authorities when required for labor-related matters.
Support audits related to HR and compliance requirements.
Maintain site HR logs and documentation for inspection and audit purposes.
Support implementation of company Integrated Management System (IMS) policies.
Promote employee engagement and positive work culture at site.
Strong knowledge of labor laws and HR best practices
Experience in workforce administration in construction or project-based environments.
Strong organizational and documentation skills.
Proficiency in Microsoft Office applications.
Experience with ERP/HR systems (preferably SAP HR or similar) is highly preferred.
Strong interpersonal, communication, and conflict resolution skills.
Ability to work independently in remote site environments.
High level of integrity and confidentiality.
Fluent English is a MUST
Minimum 8–10 years of total HR experience.
At least 5 years of experience in site-based HR management within construction, engineering, or infrastructure projects.
Bachelor’s Degree in Human Resources, Business Administration, or related field.
Professional HR certifications (CIPD, SHRM, or equivalent) are an advantage.
