SARL Health Matters Technologies is building secure digital infrastructure for healthcare in Algeria.

We exist to modernize how healthcare works here: to make care easier and more convenient for Algerians to reach, to give healthcare professionals better tools than the ones available to them today, and to improve health outcomes as a result. That is the reason the company exists, and it is the standard we hold our work to.

Our founding team is based in New York City, drawn from Big Tech and health technology, and we are building our engineering presence in Algiers, Algeria. We are still working quietly while we prepare our first release and our first partnerships, so we share the detail of what we are building as conversations progress.

What we can say now is that this is serious software. It handles sensitive personal data under real regulatory constraints, it has to be correct rather than merely working, and it is built in French and Arabic from the first line of code. Those constraints shape most of the interesting technical decisions you will make here.

The role

You will be our first full-time engineer in Algiers and the engineering anchor of the company on the ground. You would not be starting from a blank page. Our two technical co-founders have already built the foundation: a mobile application in React Native, a web portal in React and Node on a SQL database, and the shared services behind them. Your job is to take that foundation to the next stage, extend it into what our first users need, and materially increase the speed at which we ship.

You will report to our CTO, who is one of those two co-founders, and work closely with both. Between them they bring senior software and cloud engineering experience from companies including Microsoft, Medidata and American Express.

As the team grows you will take on its day-to-day leadership: setting standards, reviewing work, onboarding engineers and running the weekly cadence. We are looking for someone who wants that trajectory and who intends to keep writing code while growing into it.

What you will do

•  Build and extend the product across the stack: the web portal in React and TypeScript, the Node and SQL services behind it, and the mobile application in React Native.

•  Own features end to end — technical design, implementation, testing, release, monitoring afterwards, and fixing what breaks.

•  Raise the pace. Improve testing, deployment, monitoring and release reliability so that shipping becomes routine rather than an event.

•  Hold the line where it matters most: data integrity, security, access control and correctness.

•  Work independently and think for yourself. Form a view, take the decision, and be able to explain the reasoning behind it.

•  Work across our cloud hosting environments and pick up new platforms quickly as our infrastructure evolves.

•  Use AI-assisted development tools well — Copilot, Cursor, Claude or similar — for implementation, debugging, testing and documentation, without lowering the bar on quality, privacy or security.

•  Grow the team as we hire: interviewing, onboarding, mentoring, and in time running the day-to-day of a small engineering group.

What we are looking for

Essential

•  Six or more years building and shipping production software as part of an engineering team inside a company. We are looking for people who have shipped products used at scale; a background that is primarily freelance, contract-platform or solo-founder work is not what this role needs.

•  Strong full-stack ability in React and TypeScript, and Node on the server.

•  Solid SQL — PostgreSQL, MySQL or similar — including schema design, data modeling and query performance. You think about the data model before you think about endpoints.

•  The ability to pick up an existing codebase quickly, take responsibility for it, and improve it rather than rewrite it.

•  Demonstrated autonomy and independent judgement. You have been the person who decided, not only the person who implemented.

•  Working familiarity with cloud hosting and deployment, and the ability to ramp up quickly on a platform you have not used before, local or international.

•  Professional working English and clear written communication.

•  Legal authorization to work in Algeria.

Valued, but not required

•  React Native. You will work in our mobile application; if your React is strong, we are comfortable with you learning it here.

•  Regulated, audited or security-sensitive systems — healthcare, fintech or enterprise SaaS.

•  Multi-tenant architecture and role-based access control.

•  Privacy by design, audit logging, encryption and handling sensitive data.

•  Bilingual or right-to-left interface work, particularly French and Arabic.

•  Microsoft Azure, CI/CD, infrastructure-as-code and automated testing.

•  Having led, mentored or hired engineers, even informally.

What success looks like in six months

•  You are the day-to-day technical owner of the product.

•  The priority journeys for our first deployments are live.

•  Releases are routine — predictable, tested, monitored, and rarely followed by surprises.

•  Our delivery pace is visibly faster than it was before you joined.

•  Recurring issues and the main technical obstacles have been reduced, not worked around.

•  You are shaping architecture decisions and helping define who we hire next.
