About Oxfam in Algeria – Sahrawi Refugee Camps


Oxfam has been active in the Sahrawi refugee camps since 1975 and is a key humanitarian actor in the region. We have a multi-sectoral approach that includes WaSH, Food Security, and Youth, with a strong focus on advocacy and the humanitarian, development, and peace nexus.

The majority of Sahrawi refugees rely on humanitarian aid, and nutrition conditions are deteriorating in the camps. Oxfam’s food security program aims to enhance access to fresh produce for vulnerable refugees, complementing the WFP’s dry food basket. In addition to broad distributions, we provide gluten-free flour to the celiac population in the camps.

Our program focuses on distributing food, especially fresh products, promoting good food consumption and conservation practices, and supporting local agricultural production. We work with over 500 Sahrawi refugee families to improve small-scale, agro-ecological farming and establish self-sustaining farmer associations to market their produce locally. We also pilot innovative, water-efficient irrigation techniques suitable for the desert environment.


Job Purpose

The holder of this position will be responsible for leading Oxfam in Algeria’s SBCC project, which follows the Under the hierarchical responsibility of the Food Security Manager, the Project Officer, will be responsible for the implementation of the food security project activities. He/She will ensure the planning, execution and management of the activities described in "Tasks and responsibilities".

Job Responsibilities

Technical

In coordination with the Food Security Manager, ensure the planning, implementation and overall monitoring of the project in order to achieve the set objectives;

• Ensure the development of ToR for the staff, consultants and service providers to be involved in the project and active participation in the recruitment process;

• Participate in program design and development of implementation activities (strategic planning, program presentation….), as appropriate;

• Supervise and coordinate field work of various activities related to food security projects (activities related to resilience building: agriculture - livestock - capacity building of local partners - and food assistance activities)

• Coordination with the various partners and local authorities for the implementation of project activities in coordination with the Food Security Manager ;

• Ensure compliance with Oxfam procedures and standards in project implementation;

• Participate in reporting on the project;

• Ensure the follow-up of the team attached to the project and the coordination with the hierarchy;

• Coordinate with the various Oxfam departments (Administration, HR, logistics, MEAL ...)

• Ensure compliance with Oxfam procedures and standards in project implementation as well as donor contractual obligations

Coordination

• Coordinate with the project agronomist for the technical aspects of the activities, with experts in Food Security , whether internal to Oxfam or external;

• Coordinate with partners and local authorities for the implementation of project activities;

• Coordinate with Oxfam departments (Administration, HR, logistics, MEAL ...) to ensure compliance with Oxfam procedures and standards;

Management

Manage 1 Project Assistant as well as the field monitors of each activity. Ensure a strong project management structure, providing support and guidance at various levels.

• Keep a log of all lessons learnt during the project.

• Frequent visits to the field,

Other

• Work flexibly and take on additional tasks as may be delegated to meet programmatic objectives.

• Participate in team and internal coordination meetings and in workshops organized at country level.

• Take necessary actions to ensure that Food Security activities adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.

Job Requirements

Education & Experience:

Master’s degree in food security, Agronomy, Development Cooperation, development studies, or a related topic will also be considered.

• Minimum 4 years of relevant experience in Project Management.

• Relevant technical knowledge, skills and extensive work experience in: Food Security and Vulnerable livelihood, nutrition; M&E

• Good written and verbal communication skills in French and English and local languages.

• Experience in undertaking similar work at the community level.

• Excellent understanding of gender and development issues.

• In depth understanding of project cycle management, Logical Framework Analysis, monitoring and evaluation, reporting and communication strategies/tools.
