Position: Base Manager
Location: Sahrawi Refugee Camps, Tindouf
Reports to: Country Director
Purpose of the Role: The Base Manager is responsible for overseeing and managing the operational, administrative, financial, HR, logistical, and programmatic aspects of Oxfam’s activities at the Sahrawi camp base. The role involves close collaboration with programme managers, representing Oxfam to local authorities, donors, and partners as necessary, and ensuring the effective implementation of Oxfam’s strategies and policies at the base level.
Key Responsibilities:
1. Operational and Administrative Management:
- Ensure the efficient functioning of day-to-day operations, including HR, logistics, finance, and administration.
- Oversee and ensure compliance with Oxfam’s internal policies, regional standards, and donor requirements.
- Supervise the preparation of financial projections, forecasts, and monthly reports.
- Monitor cash flow and maintain proper budget control to support programme implementation.
- Ensure the maintenance of an audit trail for all transactions and reports for internal and external audits.
2. Programme Support:
- Provide assistance to programme managers in planning, implementation, and monitoring of programme activities.
- Act as the main point of contact for programme staff at the base level, ensuring they receive the required operational and technical support.
- Facilitate the coordination of resources to meet programme goals and objectives.
3. Representation and Liaison:
- Represent Oxfam at the base level with local authorities, partners, donors, and other stakeholders in the absence of the Country Director.
- Maintain strong relationships with local stakeholders to ensure smooth operations and effective collaboration.
- Actively participate in strategy development and its implementation at the base level.
4. Team and Performance Management:
- Lead, mentor, and support multidisciplinary teams, ensuring high levels of performance.
- Conduct regular performance appraisals, provide feedback, and identify capacity-building needs.
- Promote teamwork and collaboration across the various functions at the base.
5. Risk and Compliance Management:
- Ensure compliance with Oxfam’s financial, operational, and security standards.
- Monitor and address risks at the base level, ensuring timely and effective mitigation measures.
- Ensure the safety and security of staff and assets in coordination with relevant teams.
6. Reporting and Coordination:
- Prepare and submit accurate and timely monthly and quarterly management reports.
- Ensure the completion and submission of donor-specific reports as required.
- Actively participate in Country Management Team meetings and contribute to overall programme success.
7. Collaboration:
- Work in close collaboration with the Funding and Compliance Manager, HR/Admin Coordinator, and programme managers to ensure alignment and smooth operations.
Qualifications and Experience:
- Education: Bachelor’s degree in business administration, logistics, management, or a related field. A Master’s degree is an advantage.
- Experience: At least 5 years of management experience in complex humanitarian or development operations, preferably in an NGO setting.
- Proven experience working with projects in WASH (Water, Sanitation, and Hygiene) and FSL (Food Security and Livelihoods).
- Strong background in managing logistics, HR, finance, and administration in challenging environments.
- Proven experience in representing an organization to external stakeholders, including authorities, donors, and partners.
- Experience working in multicultural and multidisciplinary teams.
Skills and Competencies:
- Excellent leadership and people management skills, with the ability to inspire and develop teams.
- Strong planning, organizational, and analytical skills.
- High-level diplomacy and interpersonal skills.
- Fluent in English and Arabic or Spanish; knowledge of French is an asset.
- Proficiency in financial systems and reporting tools.

R&R Leave (Rest and Recovery Leave):
The selected candidate, if relocated to Rabouni, will also benefit from the following:
7 calendar days off for every 10 weeks spent in Rabouni, Tindouf (following the applicable R&R policy).
