1. Job Responsibilities

Project lifecycle management

Project management capability

Take charge of the overall planning, execution, and delivery of civil engineering site projects, and ensure that the projects are completed as planned, with quality, cost, and safety requirements.

Develop project plan, monitor progress, cost, quality and safety targets, and ensure that the project is completed on time and with quality.

Resource coordination and risk management

Coordinate the resources of design institute, construction party, supervision unit, supplier and customer to solve the problems in project implementation.

Identify project risks. (e.g. land use disputes, construction delay, policy compliance, etc.) Develop emergency plans and promote the resolution.

Compliance and Document Management

Ensure that the project complies with national building regulations, communications industry standards and environmental protection requirements, and complete relevant approval procedures.

Archive and manage project documents (including contracts, drawings, and acceptance reports).

Cost and Contract Management

Prepare project budget, control cost expenditure, review project payment.

Participate in bidding and bidding, review construction contract clauses, and ensure clear powers and responsibilities.

Customer & Team Collaboration

Communicate with carriers or customers' requirements, regularly report project progress, and maintain customer relationships.

Manage project team (engineer, construction team, etc.), assign tasks and supervise the execution.

2. Service skill requirements

Core competence

Project management capability: Have at least three years of project management experience in civil engineering or communication site construction. Be able to independently take charge of complex projects. Be able to control progress, calculate costs, and allocate resources.

Communication and coordination skills: Good at cross-department collaboration, with efficient communication experience with government agencies, suppliers and customers.

Problem solving capability: Be able to quickly respond to unexpected problems on construction site. (e.g. land use disputes, material shortages, technical changes, etc.).

Industry-related skills

Be familiar with the civil engineering site construction process in the communications industry. (site selection, foundation construction, equipment room construction, auxiliary equipment installation, etc.)

Have general knowledge of technical requirements and construction specifications for communications infrastructure (such as 4G base stations). Be familiar with civil engineering design, construction process, and technical requirements for communications site construction.

Soft skills

Strong pressure resistance, adapt to frequent travel and high-intensity work rhythm.

Have team leadership and be able to motivate and manage project members effectively.

3. Professional knowledge requirements

Industry knowledge:

Be familiar with the process, standards, and specifications for site construction in the communications industry.

Understand national and local laws, regulations and policies on civil engineering

Technical knowledge:

Master the technical standards of civil engineering design, construction and acceptance.

Be familiar with the infrastructure construction (such as base stations and equipment rooms) related to communication sites.

Management knowledge:

Be familiar with project management methodologies (e.g., PMP, agile management, etc.)

Understand core management skills such as cost control, progress management, and quality management.

Knowledge of tools and systems:

Proficient in using project management software (such as MS)

Education: Bachelor degree or above in civil engineering, communication engineering, engineering management, etc.

Qualification certificate: PMP, first-class construction engineer (civil engineering direction) and other project management certificates are preferred.

Experience requirements: At least five years of work experience in civil engineering or communication site construction, and at least three years of project management experience.
