1. Job Responsibilities
Project Management
- Take charge of the overall planning, execution, and delivery of the civil engineering site acquisition project, and ensure that the project is completed as planned, with quality, cost, and safety requirements.
Site Site Selection and Acquisition
- Understand the site selection and evaluation logic for civil engineering sites such as communication base stations and equipment rooms.
- Coordinate resources from the land owners, and operators to complete the negotiation on site land lease or purchase.
- Promote the verification of land ownership, the pre-qualification of land use and the handling of real estate title certificates.
Government approval and compliance management
- Take the lead in the administrative approval related to site construction.
- Ensure that site selection and construction comply with local policies, land and spatial planning and communications industry norms.
- Deal with risks such as land disputes and neighbor effect (resident opposition) and develop solutions.
Cost and Contract Management
- Prepare the site acquisition budget, control the land lease/acquisition cost and approval expenses.
- Review land contract clauses (use rights, compensation clauses, exit mechanism, etc.) to avoid legal risks.
Cross-department collaboration and customer interconnection
- Provide the site selection feasibility analysis report and progress feedback based on the carrier's requirements.
- Coordinate the design team, legal affairs team, and engineering team to ensure the seamless connection between the site selection solution and subsequent construction.
Data and Document Management
- Maintaining the Site Location Database (e.g. land use coordinates, ownership information, approval status).
- Archive key documents such as land contracts, approval documents, and ownership certificates.
2. Service Skill Requirements
Core competence
- Government relations coordination capability: Be familiar with the communication process with government departments such as the Natural Resources Bureau, Housing and Construction Bureau, and Environmental Protection Bureau, and be able to efficiently promote approval.
- Negotiation and risk control capabilities: Be good at land lease negotiation, and be able to identify contract loopholes and avoid legal risks.
Industry-related skills
- Understand the site selection criteria for communication base stations. (such as the coverage radius, signal interference, and power access conditions).
- Understand land nature classification (agricultural land, construction land, industrial land) and use conversion policies.
Soft skills
- Have the awareness of cross-domain collaboration and balance the requirements of carriers, government requirements, and engineering feasibility.
3. Classification of professional knowledge
Industry knowledge:
- Understand the process, standards, and specifications for site construction in the communications industry.
- Familiar with national and local laws, regulations and policies on civil engineering
Management knowledge:
- Be familiar with project management methodologies (e.g., PMP)
Knowledge of tools and systems:
Proficient in using project management software (such as MS)
4. Educational background and experience requirements
Educational background:
Bachelor degree or above in land resource management, urban planning, communication engineering, law, etc.
Work experience requirements:
At least 3 years of experience in site selection, land acquisition, or government approval in the communications industry, and leading more than 10 site acquisition projects.
Background in operators, tower companies, or third-party site selection service providers is preferred.
