Job Summary:
The Site EHS Specialist III is a key member of our EHS Team and a critical partner for our operational site teams at planning, project execution and post outage review stage. The Site EHS Specialist III is responsible for supporting with the creation and execution of a comprehensive EHS plan on our operational site, that drives the best-in-class standards of EHS and sustainability.
The objective of this role is to observe, advise, coach and support those with operational responsibilities to prevent injuries, help drive accountability and remain in compliance with company/client EHS policies, programs, and procedures alongside country legislative standards.
The Site EHS team are central to the adoption, communication, and implementation of injury preventative EHS initiatives and campaigns to reiterate our NO HARM culture.
The Site EHS Specialists III are our senior EHS functional leaders on the field. They will partner with internal and external stakeholders and will be in the front line of our improvement initiatives and development of our EHS team as well as be key influencers on the development of a robust EHS culture across all field teams.
Essential Duties & Responsibilities:
Partner with the operational team in all matters related to EHS Planning, On Site Execution and Outage Close-out for high-complexity outage scopes / customer sites as assigned by your Resource Manager depending on work demand, competency, and availability
Outage Planning – Remove and mitigate Risk Pre-Deployment
Be a key contributor to outage planning process including Outage Readiness Reviews (ORR) in partnership with our operational team and customer/clients to clearly communicate EHS needs and best practices
Manage required compliance activities, including the implementation of in-country legislation and OFS EHS Programs. Drive EHS planning process thoroughly and ensure risks are identified and controlled proactively and effectively using appropriate risk mitigation tools such as Outage Risk Profiles
Provide subject matter expertise and guidance to the Outage Team and Customer on handling of any potential hazards such as Asbestos, Lead, Arsenic, and Hexavalent Chrome, which may impact the work scope
Communicate lessons learned and mitigation strategies and ensure correct processes are in place to avoid repeat incidents
Initiate and lead site walkdowns to ensure strong planning that includes access/egress/laydown areas
Serve as direct liaison with end customer at site in safety task planning with project scope of work.
Ensure medical preparedness and that facilities are readily available for all employees. Ensure that records are properly maintained
Mobilization Phase
Develop and maintain the One Field Services (OFS) EHS Plan, providing support, coaching and direction in all elements of the plan to the site team
Confirm submission of all required site documents prior to outage team arrival
Ensure the Walkways / Welfare arrangements on site are to GE FieldCore Standards and communicate changes as needed
Actively participate in the planning for the Lay down from an EHS perspective
Establish and monitor adherence to workers work-rest cycle (rest and recovery plan) schedule
Partner with Region Operations Field team to facilitate current initiatives on site (e.g. Empower You Call, Buddy System, etc.)
Ensure Site Induction process is value add and informative. Develop and deliver relevant project specific EHS training, including site induction/orientation training for craft and field crew as well as visitors to ensure that all personnel are informed of site safe working procedures, customer requirements, and practices to fulfill their responsibilities. Ensure records of attendance are maintained
Source or deliver any project specific EHS training as requested or needed during mobilization
Ensure the chemical management program is followed
Complete the security plan (non-US group I & II country safety plans) and verify with Security Team
On Site Execution
Drive the implementation of OFS EHS Plan, standards, and procedures at site
Observe and monitor progress of work to coach and advise our onsite teams to ensure:
The correct Field Procedures are being used
Identification of hazardous work practices and hazardous conditions associated with tasks – to proactively coach teams when there are gaps in risk control
Meaningful hazard prevention and control conversation are held and facilitated by point of work risk assessment tools (such as Task Risk Assessments)
Continually coach and reinforce the need of peer checks on site to prevent human error and injury
Serve as direct liaison with end customer at site in safety task planning with project scope of work, conducting site audits, equipment, and PPE inspections
Design and host “Tool Box” talks, safety meetings, orientations, and training ensuring the team understands the hazards associated with the scope of work and maintain the relevant records. Coach other team members on site on how to conduct Tool Box talks
Stop work when conditions or work practices are unsafe and coach all team members to do the same. Contribute to safe solutions to resume work
Support incident investigations, and Root Cause Analysis (RCA) of Near Miss and incidents including compilation and completion of any necessary documentation
Investigate incidents or near miss events as necessary or required, including compilation and completion of any necessary documentation (Accident investigation or Near miss forms, Gensuite measurements submissions, etc.). Analyze root causes to determine safety measures to prevent future incidents and influence the implementation of corrective actions
Review customers permit systems, including requirements for site posting of permits, LOTO, Hot Work, Confined Space procedures, and FieldCore Lift Plans
Support and conduct audits to ensure safe work procedures are being followed in respect to Company policy, OSHA, EPA, DOT, and client/ company policy as well as applicable regulatory state and federal laws within specified area where work is being performed
Complete weekly site internal audits in computer based Gensuite program and advise leadership of Site setup information in system
Ensure emergency response capabilities are in place and maintained e.g. work at height rescue
Complete, document, and submit all required EHS reports and recordkeeping information
Ensure the chemical management program is followed
Communicate regular updates regarding injury and illness awareness and mitigating measures
Manage and, where required, prepare documentation related to EHS initiatives and ad hoc programs (i.e. Safety stand downs)
Support site team to conduct Hazard hunts to identify and eliminate hazards and reinforce “No Harm” culture
Strong time management skills to prioritize time spent at the point of work and be a visible EHS leader to the site team
Support team not only in relation to their physical health but also mental health in high stress outages
Manage EHS shifts report and turnover shift process
Post Outage
Participate in post outage review meetings to discuss EHS execution and identify opportunities for improvement
Create detailed Post Outage Report as required by the business and share with the relevant stakeholders
Analyze EHS KPIs and lagging indicators
Present outage lessons learned to EHS Managers and during Regional/Global EHS Learning forums
Share learning for the continuous improvement of all teams globally
Additional responsibilities
Attend customer meetings as necessary
Develop the Field EHS Specialists team: Mentor and train peers
Act as Lead FEHS / EHS Coordinator in highly complex projects with several FEHS on site
Partner with region EHS management in developing and piloting EHS initiatives and programs
Manage or assist with other Regional/Country EHS projects as requested
Develop and deliver distant-learning and classroom-based EHS training as required
Travel may be required, domestically and internationally, with minimal notice
Ability and willingness to work holidays, weekends and overtime as required by field assignments

Required Qualifications & Experience:
Technical/University degree (i.e. Bachelor’s degree) in EHS field or engineering discipline
Substantial experience delivering as a EHS professional role that includes the responsibility of safety leadership in an industrial field service organization, manufacturing, or heavy construction setting
NEBOSH diploma or mandatory country equivalent qualification on Occupational Health and Safety
Proven Knowledge and experience on incident investigation (TapRoot desirable)
Working knowledge of EHS regulatory requirements across the region including knowledge of concepts, techniques, and in-country safety regulatory requirements, familiar with OHSA regulations desirable
Experience and knowledge of the risks involved in the maintenance of equipment in the power generation industry
Strong written communication for example to prepare comprehensive accurate semi- technical reports that contains key findings and recommendations, fill out permits, document OSHA inspections, documenting details to support RCA
Proficient in English language both written and verbal
Proficient in the use of Microsoft office applications and other Internet based reporting tools
Ability and willingness to travel domestically and internationally with minimal notice
Demonstratable interpersonal skills – including the ability to coach and influence field employees, leaders and customers in a high pressure, safety critical environment
Working knowledge of improving mental health and wellbeing in a safety critical environment
Demonstrable knowledge on Environmental management on site
Strong understanding of lean tools and principals and experience applying in EHS environment
Considerable experience on outages and shutdowns in the power industry, gas, steam or nuclear including highly complex projects. Experience and knowledge of the risks involved in the maintenance of equipment in the power generation industry (relevant to where the job is located; e.g., Gas Turbines, Steam Turbines, Generators)
Desired Characteristics:
Certified or hold deep Knowledge of ISO 45001 and ISO 19011
Mental Health First Aider or equivalent certification
Train the trainer certificate or equivalent
Environmental certificate (IEMA, NeBOSH, ISO 14001, Technical/ University degree) Industrial Hygiene Certification or CHST or country equivalent
OSHA 30 Training (for USA candidates) or local country equivalent
Certification in Ergonomics or country equivalent
Proficient in the use of Microsoft office applications and other Internet based reporting tools
Current certificate in the Board of Certified Safety Professionals CSP/CHST
Previous experience in fall protection rescue systems
Current EM-385 certification
